Background

The Scottish Government requires local authorities to produce an annual Strategic Housing Investment Plan and provides guidance which sets out what is required. The purpose of the Strategic Housing Investment Plan (SHIP) 2027/28 – 2031/32 is to set out the investment priorities for affordable housing over a five-year period. The priorities contained within the SHIP are consistent with and achieve the outcomes set out in the Angus Local Housing Strategy (LHS) 2023 - 2028. 

The Council and its partners are committed to overseeing a long-term programme of new affordable housing development in Angus. There is a Prioritisation Framework to be contained within Appendix 2 of the SHIP that will be used to prioritise investment. It is used to assess projects for inclusion in the SHIP. 

During the development of the LHS, a range of opportunities were provided for local people, communities, and stakeholders to share their views. The LHS outlines our direction and vision for the future and serves as an important tool in the preparation of the SHIP. 

Survey

This survey is designed to assess how well the proposed Prioritisation Framework helps prioritise investment in new affordable homes.

Guidance has been introduced following feedback received last year. It is recommended that you read this document before completing the survey and refer to it alongside the Prioritisation Framework. Guidance on the scoring criteria and how points are awarded has also been included throughout the survey.

What happens next

We will consider feedback received and finalise the SHIP thereafter. 

The consultation will remain open until 28 August 2026.
