Have Your Say: Angus Council Launches Rent Review Consultation for 2026/27 

Angus Council is inviting all council tenants to take part in its annual rent consultation for 2026/27, giving tenants the opportunity to help shape future rent levels and housing investment. 

Like other areas in Scotland, Angus faces increasing pressure on housing services, including rising demand for affordable homes and growing costs to maintain and improve existing properties. 

Long-term financial modelling shows a significant funding shortfall over the next 30 years. Without sufficient rent income, the Council would be unable to continue investing in homes to the standard required. This would affect essential upgrades such as new kitchens and bathrooms, window and door replacements, and improvements to make homes warmer and more energy-efficient. It would also limit the Council’s ability to meet future energy-efficiency and net-zero targets. 

Rent funds the majority of housing services, including: 

  • Essential repairs and maintenance 

  • Improvements to existing homes 

  • Energy-efficiency measures 

  • New council housing 

  • Neighbourhood and estate enhancements 

 

In 2025/26, the Council plans to invest around: 

  • £1m in new homes 

  • £18m in improvements to existing homes and planned maintenance 

  • £10m in responsive and empty-home repairs 

  • £1m in home adaptations to support people with health and mobility needs 

 

Angus Council rents remain among the most affordable in Scotland currently the 7th lowest among Scottish local authorities, and the lowest social rent level in Angus. 


Tenants are being asked to consider three proposed rent options for 2026/27: 

  • 8% 

  • 8.25% 

  • 8.5% 

 

These options aim to balance affordability with the investment needed to protect homes and services.
