We’re improving housing services across Angus, and we want to hear what matters most to you.

Our draft Improvement Plan sets out our priorities for the next three years. It builds on what we’ve learned from tenant feedback, complaints, performance data, and our recent improvement work.

It also responds to serious challenges, including rising homelessness, high demand for affordable homes, and the ongoing cost of living crisis. Angus Council has formally declared a housing emergency, and this plan sets out how we’ll respond - with a clear focus on improving services and outcomes for tenants.

The plan focuses on three main areas:

Customer Excellence – improving how we communicate and deliver services

Quality of Housing and Place – making sure homes and neighbourhoods are safe, well-maintained and well-managed

Prevention and Homelessness – supporting people to sustain their tenancies and avoid homelessness

It also includes actions to make better use of technology, involve tenants in decision-making, and improve how we manage performance.

The plan identifies:

  • Shorter-term actions (specific, deliverable tasks we aim to progress over the next 12 -18 months)

  • Longer-term stretch aims  (ambitions to guide our direction through to 2028)

This will help us focus on practical delivery over the next year or so, while keeping sight of the bigger picture. 

We want to make sure the plan reflects what matters most to you - please take some time to review the draft plan here and share your thoughts below. This survey is open to everyone including tenants, staff, multi-agency partners and contractors.

Here’s what’s happening next:

Staff and tenant engagement runs from 21 July to 17 August 2025. During this time, we’re gathering feedback to make sure the plan reflects the priorities of those who use and deliver our housing services.

An Elected Members briefing will take place on 19 August 2025, providing an opportunity to discuss feedback and proposed changes.

A final draft of the plan will go to Housing Committee on 9 September 2025 for approval.

After that:

The final plan will be published, along with a summary of how your feedback has influenced the changes.

The plan will be delivered over the next three years, with regular updates shared with tenants and staff.

We’ll continue to provide opportunities for tenants and staff to get involved and help shape delivery.
