The council have prepared the first set of Draft Evidence Report Chapters to inform the next Local Development Plan.

We want your views on these Draft Chapters.

Background: Local Development Plan

The Council is currently preparing a new Local Development Plan for Angus.

The plan will be used as a basis for determining planning applications. It will also guide policies and proposals on development and investment over a ten-year period.

To find out more about:

  • the Local Development Plan process
  • timescales for its preparation and publication
  • how you can be informed, involved, engaged, and consulted with

see the Development Plan and Participation Statement 2023.

Evidence Report and Draft Chapters

As part of preparing the new Plan, the Council must publish an Evidence Report.

The Evidence Report will provide baseline data for the Proposed Plan (the next stage of the Local Development Plan).

This Evidence Report consists of separate chapters based on the policy areas of National Planning Framework 4. The draft chapters have been produced in collaboration with certain data providers, key stakeholders, and Angus Council services.

Each chapter contains information, data, and trends for that policy area, at an Angus-wide level. It then sets out what the Proposed Plan must consider.

The current consultation is only for the Angus-wide opportunities, issues, patterns, and trends to be addressed within the Proposed Plan. There will be further opportunities to engage with us about where you live, work and visit, on a more local level.

The chapters we are consulting on are:

  • Historic Environment
  • Tourism
  • Brownfield, Vacant and Derelict Land

How to have your say

1. Read the Draft Chapter(s)

We understand that the draft chapters are technical and jargon/data heavy. When reading them, keep in mind that we are looking for your views on:

  • the data sources we have used – are they correct? Is there any other data you are aware of that could be used to inform the Local Development Plan?
  • the analysis of this data
  • the conclusions we have come to from this data

2. Tell us what you think

There are separate surveys for each chapter. You can submit responses for as many or as few chapters as you like.

It may help to have the draft chapter(s) open in a separate tab.

Physical copies of these Draft Evidence Report Chapters and the surveys are available upon request in all Angus Alive libraries.

The surveys will close on Friday 31 January 2025.

What happens next

We will submit the Evidence Report to the Directorate of Planning and Environmental Appeals for ‘Gatecheck’.

This is an assessment of whether the information and analysis in the Evidence Report provides a sufficient evidence base for the Proposed Plan.

It will also:

  • assess whether we have taken account of views expressed during the engagement process
  • examine disputes

A dispute is where we cannot agree on the comments made.
