Common Allocation Policy

Following consultation, we're happy to share that our updated Common Allocation Policy was officially approved by Housing Committee on 13 March 2025. This is a big step toward making the housing allocation process fairer and more effective for everyone.

With this approval, we will now move forward with launching a new and improved Choice Based Lettings system. This system will simplify the process, making it clearer and easier to use for those looking for housing.

We know applicants will have questions about how these changes will affect them. All current applicants will be informed of any updates to their applications before the new policy and system take effect.

Right now, we expect the new policy and system to go live in late 2025 or early 2026. We’ll continue to keep you updated on our progress and any important changes along the way.

Forestry and Woodland Strategy

Following consultation, Angus Council’s Forestry and Woodland Strategy was approved by the Communities Committee on 11 June 2024. View the strategy on the Angus Council website.


Redress, Tenant Allowance and Compensation Policy

Following consultation, the Tenant Allowance, Compensation and Redress Policy was approved at the Communities Committee on Tuesday 26 November 2024.


Angus Strategic Housing Investment Plan 2025-26 to 2029-30

Following consultation, the plan was approved by councillors on 26 November 2024.


Monikie and Crombie Country Parks

Angus Council and ANGUSalive are jointly exploring opportunities to further develop both Monikie and Crombie Country Parks. Our shared goal is to modernise the parks, and make them the go-to destination for outdoor adventure across Tayside.

We are held a wide-ranging engagement exercise to get your views.

Survey results:

  • 1727 responses. 93% live in Angus or Dundee. 
  • 40% visit Monikie/Crombie a few times a year, 20% a few times a month
  • 90% say ‘nature’ comes to mind when thinking of the parks
  • Good awareness of most existing facilities.

Cumberland Close, Kirriemuir

Following the consultation Angus Council committee agreed that the street name should remain unchanged. Officers thank everyone who took part in the consultation.

Gambling policy

Following consultation, Angus Licencing Board’s Gambling Statement of Principles came into effect on 17 August 2024.

Housing charter and service standards

Following consultation we published our updated Housing charter and service standards.(External link)


Hayshead Nursery and St Thomas Nursery

Following consultation, the administrative closure of Hayshead and St Thomas Nursery Classes will take place from Friday 28 June 2024.

Early learning and childcare (ELC) provision will restart as the Abbey View Early Learning and Childcare Centre from Monday 12 August 2024.


Common Good Consultation: Former Access Office, Brechin

Following the consultation period, the council will now progress lease arrangements with the group.


Common Good Consultation: 13 Swan Street, Brechin

Following the consultation period the Brechin Healthcare Group decided not to proceed with their application for the use of the property.


Changing rooms and pitches at Brechin park

The consultation for the Brechin Public Park pitches closed on 31 March 2024 and agreement reached as from 1 May 2024 to lease the pitches and changing pavilion to Brechin Community Football Trust. 

The park will remain as public open space and maintenance will continue to be undertaken by The Council’s Parks Service.


School terms and holidays

Following a consultation schools terms and holiday dates for 2025 to 2028 were approved by the Children, Families and Justice Committee on 30 May 2024. You can see the term dates and holidays on the Angus Council website.


Active travel

Local landscape areas

Following consultation, a meeting of the Communities Committee on 16 April 2024 agreed to designate the following areas as Local Landscape Areas: 

  • The Angus Glens
  • The River South Esk
  • Sidlaw
  • The Angus Coast

Developer contributions

Comments on the draft Developer Contributions and Affordable Housing Supplementary Guidance were sought between 1 September and 13 October 2023. The finalised guidance was published on the Angus Council website in February 2024.


Review of polling districts and places

This review began on Monday 2 October 2023. Comments on the council’s current polling arrangements with suggestions for alternative arrangements, were welcomed from all interested parties, including any person or body with expertise in access for persons with any type of disability.

Kerbside recycling

The kerbside recycling survey sought residents’ views in relation to potential changes to the household kerbside recycling service.

The results showed that residents were receptive to some changes if this saved the council significant amounts of money.

Monifieth Learning Campus

In 2020, Angus Council successfully bid for funding to replace Monifieth High School as part of the Scottish Government’s Learning Estate Investment Programme.

The project has now progressed to the construction of the new building. 

Throughout the project there have been a number of consultations and engagements with the public and stakeholders to allow the brief to be formed and the design to be finalised.

Alcohol licensing policy

The consultation on Angus Licensing Board’s next Statement of Alcohol Licensing Policy and Overprovision assessment closed on 31 July 2023.

The Board considered responses received and decided its new policy on 14 September 2023.

The policy came into effect in November 2023.

Proposed traffic calming installation at Brechin Road, Arbroath

On 15 August 2023, following a formal public consultation, Angus Council's Communities committee approved the installation of traffic calming measures at Brechin Road, Arbroath.


Common Good Registers

Section 102 of the Community Empowerment (Scotland) Act 2015 places a duty on local authorities to “establish and maintain a register of property which is held by the authority as part of the common good.”

Following consultation, lists have been adopted for Arbroath, Brechin, Forfar and Montrose.
