Pre-consultation: Continuum of Provision Options Appraisal
We are seeking feedback on our options appraisal for enhancing continuum of provision in Angus for children with complex autism. The number of children and young people with Additional Support Needs (ASN) in Angus has significantly increased, particularly those with autism and complex needs.
In Angus, we support the principle of inclusion and almost all children with ASN are supported to attend either their local school or one within Angus which is resourced to meet specific needs. Children with complex autism and other sensory difficulties often require:
- quieter, less stimulating environments to support their learning
- access to outdoor learning to support improved social and communication skills
- an environment to boost confidence and can help to regulate behaviour
For some children with the most complex autism, we use out-of-authority placements. Our ambition is to support the needs of more children within Angus.
What are the options?
There are two options outlined in the option appraisal paper:-
Option 1: Maintain existing provision
Option 2: Repurpose a school with low occupancy to establish specialist provision in Angus.
The schools which have been identified with low occupancy are:
- Aberlemno
- Arbirlot
- Carmyllie
- Newbigging
- Tannadice

If option 2 is to be progressed, any proposals for change will be subject to a full consultation in terms of the Schools (Consultation) (Scotland) Act 2010 as amended.

Printed copies of the pre-consultation information and survey will be available from Angus House, Forfar.

The survey closes on Friday 26 September 2025 at 5pm.
What happens next?
We will use the feedback provided during the pre-consultation period to refine our proposals and present a preferred option to members of the Family, Education and Justice Committee in November 2025.
