Rent consultation 2027-28 (Phase 1)

As Angus Council begins our annual rent-setting process, we are looking for your views on how housing income should be spent.

Two stage consultation

Last year, some tenants told us they wanted to have their say on spending priorities, before rent increase options were developed. 

So for 2027-28, we are using a two-stage consultation.

In this first phase, we want to understand what matters most to tenants. 

We will use the results of this survey to develop rent and investment options. We will set out these options later this year.

We will explain what each option would mean for rents, and what it would allow us to deliver. We will then ask for your views before making any decisions.

By consulting earlier, we want to give you a stronger voice in how housing income is invested and in the development of future rent proposals.

What your rent pays for

The Housing Revenue Account (HRA) is separate from the council's General Fund budget. The HRA can only be used to provide and manage council housing and related services. Most of the HRA's funds come from tenants' rents. This helps pay for:

• repairs and maintenance
• planned improvements to homes
• tenancy management services
• neighbourhood management and estate improvements
• health and safety and property compliance
• preparing empty homes for new tenants
• tenant participation and engagement
• digital services and communications
• repayment of borrowing used to invest in existing and new homes
• building and acquiring new council homes
• staff who deliver and support housing services

The cost of providing these services and investing in our homes continues to increase. Every year we need to consider what level of rent we need to:

• maintain services
• meet our legal responsibilities 
• continue investing in tenants’ homes

while considering affordability for tenants.
