The Future of the Angus Council Garage Estate
Background information:
A working group has been established to consider the future options for the Angus Council Garage Estate. The findings will be presented to the Housing Committee in May 2026, and this consultation will help inform the Committee of the views of current leaseholders and the wider public.
The working group has considered a range of deliverable options, and this is your opportunity to comment on those.
Some points to consider prior to completing the survey:
• Current Garage Leaseholders
882 current garage tenancies, with average duration 19.55 years.
• Garage Stock
We currently own 1600 garages across various sites in Angus.

• Current Garage Waiting Lists
1422 people on the waiting list.
• Focus on core housing priorities
The Housing Service’s primary role is as a social housing provider. Through our recent rent consultation, we have shared the financial and regulatory challenges ahead in ensuring our housing stock meets required standards.
• Aging stock and significant investment required
The garage stock is aging and in many cases in poor condition. Significant capital investment would be required to bring the garages up to an acceptable standard. With approximately 1600 garages, the total cost for full refurbishment could be in the region of £12.6 million.
• Garages no longer suitable for modern vehicles
Many of the garages were built to the specifications of vehicles at the time of construction. Modern building standards would require larger dimensions to accommodate contemporary vehicles. As a result, a considerable proportion of the current stock is not suitable for many cars currently on the market.
• Parking pressures across our estates
Our housing estates were developed at a time when households typically owned fewer vehicles. Today, many households have multiple cars, and we know that parking provision is insufficient in a number of areas.
